Abstract

Pilgrimage sites of Islamic saints (wali) and scholars (ulama) in Indonesia have developed rapidly as religious tourism destinations, yet their management often lacks an explicit grounding in Islamic value frameworks including the pilgrimage site of Datu Sanggul in Tapin Regency, South Kalimantan, which is currently managed collectively by the local government, heirs, and the surrounding community without a structured governance model. This study aims to formulate a maqashid sharia-based governance model for pilgrimage sites through a systematic literature review, and to analyze its implications for the management of the Datu Sanggul pilgrimage site. The approach employed is a systematic literature review following the PRISMA procedure, involving a search and thematic synthesis of national and international scholarly articles on maqashid sharia, religious tourism, and collaborative governance of cultural heritage sites published within the most recent period. The findings show that a sustainable governance model for pilgrimage sites can be built upon five dimensions of maqashid sharia namely the protection of religion, life, intellect, lineage, and property which are interrelated with the principles of collaborative governance among government, heirs, and the community. The literature synthesis also reveals a research gap in the form of a scarcity of studies integrating the maqashid sharia framework with collaborative governance theory in pilgrimage sites within the Kalimantan region. These findings offer a theoretical contribution in the form of an integrative conceptual framework combining maqashid sharia and collaborative governance, as well as a practical contribution in the form of institutional restructuring recommendations for the managers of the Datu Sanggul pilgrimage site, aimed at making its management more participatory, accountable, and oriented toward collective benefit (maslahah).
